1.History
In the year of 1984, Jiangsu Foreign Economic Law Office, the predecessor of C & T Partners, was founded upon approval of the Ministry of Justice of the People's Republic of China. Being the first firm named after “law office” in Jiangsu, Jiangsu Foreign Economic Law Office was under the direct administration of the Department of Justice of Jiangsu Province. Mr. Wang Yang was the first director of our law firm, who concurrently held the posts of Secretary General of Jiangsu Law Society, Chief of Social and Legal Affairs Committee of Jiangsu Political Consultative Conference and Deputy to the National People’ s Congress. The subsequent director of our law firm was Mr. Zhang Guoping who once was the Deputy Director of Jiangsu Law Society, one of First Top Ten Excellent Lawyers of China and a present PhD tutor.
In 1997, Jiangsu Foreign Economic Law Office was renamed into Jiangsu Tongren Law Office. In 2000, Tongren Law office was transformed into a partnership law firm concurrently renamed into C&T Partners. At present, Mr. Wang Fan, the former Deputy Director of All China Lawyers Association and present Director of Jiangsu Lawyers Association is the director of our law firm.
2.Honors
As full recognition of our unremitting persistence in protecting our clients’ best benefits by providing superior legal consultation services for decades, C&T Partners highly appreciates all honors granted to us which makes us have faith in a promising prospect in Chinese legal profession.
In early 1997, C&T Partners was granted the title of “Excellent Legal Service Window of Civilization” by the Central Propaganda Department and the Ministry of Justice.
In April 1998, C&T Partners was recognized as one of the first “Law Firm of Civilization at Ministerial Level” by the Ministry of Justice. The title was granted by the Ministry of Justice again in 2001.
C&T Partners was twice granted the title of “China Excellent Law Firm” by All China Lawyers Association in June 2005 and October 2008 respectively.

Since we value the universal tendency of internationalization very much, dozens of our lawyers are appointed to study or work in countries such as the USA, the UK, Germany, Singapore, Hong Kong, etc.. Many of those lawyers have gained Master’s degree or above from the notable law schools in the USA and the UK.
Many lawyers of C&T Partners are holding posts in some famous legal organizations in China. Apart from our director Mr. Wang Fan, lawyers from C&T Partners successively serve as leaders of Jiangsu Lawyers Association, its direct branches or many other professional commissions. Lawyers from C&T Partners have also earned lots of honors, such as “Top Ten Excellent Lawyers of China”, “Famous Lawyers of Jiangsu Province”, “Top Ten Excellent Lawyers in Law Firms Directly under the Jurisdiction of Jiangsu Lawyers Association”, etc., These members of our law firm are undoubtedly the most pioneering legal professionals in Jiangsu. A case in point is Mr. Zhu Zengjin who has been a full-time member of first Growth Enterprises Market (GEM) Audit Commission of the China Securities Regulatory Commission (CSRC) since 2009, thanks to his distinguishing reputation in the practice of securities laws.

C&T Partners is expertise in the fields of litigation and non-litigious legal affairs, particularly, the financial securities affairs.
As for litigations, our experienced lawyers have undertaken massive litigations and arbitrations of significant influences in Jiangsu or even over the whole country.
As for non-litigious legal affairs, C&T Partners provides legal services on corporate laws, banking laws, real-estate laws, laws relating to domestic/abroad trades, IP laws, Maritime laws, etc.. to both domestic enterprises and enterprises with foreign investment. Our services have gained much recognition and respect from our clients.
In the practice of financial securities laws, C&T Partners acquires the following qualifications:
In March 1993, C&T Partners became one of the first 23 law firms which gained the certificate to practice in securities upon joint approval of the Ministry of Justice and the China Securities Regulatory Commission (CSRC).
In November 2000, C&T Partners became one of the 59 law firms which are entitled to engage in the field of foreign corporations with domestic interests (i.e. oversea listing).
C&T Partners has been elected as a member of National Association of Financial Market Institutional Investors, providing our many clients with legal services on financing, offering, etc.. C&T Partners has dealt with a lot of syndicated loans, corporate bonds, medium-term notes (MTNs), financial entrusts, etc..
Up to December 2009, C&T Partners had provided legal services on company demutualization, asset restructuring, oversea listing, public offering, etc.. to more than 100 companies within the Chinese mainland area. We have already provided financing consultation services (including but not limited to IPO, listed company refinancing, material asset restructuring and corporate bond offering) for as many as 99 times, with 63 companies involved which include the No.1 electrical appliances chain vendors “Suning Appliance”, the first listed commercial city bank “Nanjing Bank” and the city bank of the largest municipality city direct under central government in the Midwest of China “Chongqing Bank IPO Reporting Project” and etc.
C&T Partners has maintained its leading position among Jiangsu law firms in the amount of successfully completed securities business by a major margin. Such amount even makes us to be tier one law firms in China. We were even honorable enough to become one of the top ten securities law firms in 2008 (to be precise, No.7 in China).
6.Future
Along with the great historical course of reform and opening up, democracy and legal system construction, C&T Partner has experienced nearly thirty years filled with glory.
